French President Emmanuel Macron said on Thursday that Washington would be responsible if Iranian authorities abandon the nuclear deal.

“Firstly, Iran did not withdraw this deal. Secondly, if Iran withdraws from this deal, it will be the responsibility of the United States. We will not mix the roles and say that it’s the Europeans,” the French leader said at a press conference following the informal summit of EU leaders in the Romanian city of Sibiu.

Macron’s remark follows the Russian Foreign Ministry’s announcement made earlier in the day that the United States must terminate any activities that hamper political and economic cooperation of other countries with Iran. This statement was made shortly after EU foreign policy chief Federica Mogherini noted that the European Union remains committed to the implementation of the Joint Comprehensive Plan of Action (JCPOA), the nuclear deal signed with Iran in 2015, as long as the International Atomic Energy Agency (IAEA) confirms that Tehran acts in accordance with the deal.

This comes as a record high 109,000 illegal immigrants were apprehended at America’s southern border in April.

The federal government has already released 168,000 illegal immigrants into U.S. communities in 2019, with 87% skipping scheduled court appearances.

With Department of Homeland Security Secretary Kirstjen Nielsen testifying before Congress in March to warn that one million illegal immigrants are estimated to cross the southern border in 2019, what will the government do to keep Americans safe?

What Sony’s robot dog teaches us about biometric data privacy

The $2,900 pup is a companion robot, one Sony claims “learns its environment and develops relationships with people.” Aibo even enlists a camera in its nose to scan faces and determine who’s who so it can react to them differently.

Because of our office pet’s face-detecting capabilities, Sony doesn’t sell Aibo in Illinois. The state’s Biometric Information Privacy Act (BIPA) regulates the collection of biometric data, including face scans.

So Aibo’s out in the land of Lincoln, but the story doesn’t stop with Sony’s quirky robot. Illinois also limits access to facial recognition in home security cameras, a feature that’s becoming increasingly prevalent in the consumer security market. Let’s take a closer look at BIPA, the growth of biometric tech in consumer products — and how other states in the US treat your biometric info.

Illinois law

The Biometric Information Privacy Act was established in 2008 to regulate “the collection, use, safeguarding, handling, storage, retention, and destruction of biometric identifiers and information.” BIPA defines “biometric identifiers” as retina scans, iris scans, fingerprints, hand scans, face scans and voiceprints.

Basically, an individual or a company needs “informed written consent” to use another individual’s biometric info.

State senator Terry Link for Illinois’ 30th district introduced Senate Bill 2400 on Feb. 14, 2008 to protect the biometric privacy of Illinois residents. State senators Christine Radogno, Iris Y. Martinez, David Koehler and Heather Steans served as co-sponsors of the bill. It was approved as the Biometric Information Privacy Act on Oct. 3, 2008.

Senator Link filed an amendment to BIPAon May 26, 2016 to redefine “biometric identifier,” to make it easier to collect certain biometric data, but later withdrew the amendment.

A Sony support page titled “Why Is Aibo Not for Sale in Illinois?” simply says:

Due to state regulations and policies, the Aibo™ robotic companion is not for sale or use in Illinois.

In order to mimic the behavior of an actual pet, an Aibo device will learn to behave differently around familiar people. To enable this recognition, Aibo conducts a facial analysis of those it observes through its cameras. This facial-recognition data may constitute “biometric information” under the law of Illinois, which places specific obligations on parties collecting biometric information. Thus, we decided to prohibit purchase and use of Aibo by residents of Illinois.

While Sony simply opted out of selling the face-detecting Aibo in Illinois, other companies, like Nest, sell their facial recognition-enabled cams in Illinois, with the facial recognition feature disabled.

A quick visit to the Nest Cam IQ Indoorpage says “Familiar face alerts require a Nest Aware subscription. Not available on Nest Cams used in Illinois.”

The Nest Cam IQ Indoor has an optional feature called familiar face alerts that you pay a monthly (or yearly) fee to access via the Nest Aware service. Like many other home security cameras with facial recognition, the IQ Indoor allows you to create a database with the faces of friends, family members, caregivers and any other people that regularly visit your home. That way, when you get a motion alert, the Nest app tells you it sees “Molly” or “Tyler.”

That feature won’t work in Illinois, even if you pay for Nest Aware. Google disables Nest’s facial recognition capabilities in the state: “We use a variety of factors to determine a user’s location, including IP address of their devices and the physical address associated with their account,” a Google spokesperson told me over email.

Privacy talk

Although BIPA remains the strictest state privacy law, Texas and Washington also regulate biometric information. A Texas law, established in 2009, similarly defines biometric identifiers as “a retina or iris scan, fingerprint, voiceprint, or record of hand or face geometry.”

A section of the law states: “A person may not capture a biometric identifier of an individual for a commercial purpose unless the person: informs the individual before capturing the biometric identifier; and receives the individual’s consent to capture the biometric identifier.”

Washington’s 2017 House Bill 493 doesn’t specifically reference face or hand scans in its definition of biometric identifier. The definition also doesn’t include “a physical or digital photograph, video or audio recording or data generated therefrom, or information collected, used, or stored for health care treatment, payment, or operations under the federal health insurance portability and accountability act of 1996.”

The Electronic Frontier Foundation, a nonprofit advocacy group for digital privacy, supports state regulation of biometric data.

“When you start to capture biometrics from people it turns a corner to where we think that shouldn’t be happening without the consent of the person who’s biometrics are being taken,” EFF senior staff attorney Adam Schwartz says during a phone interview while referencing Illinois’ Biometric Information Privacy Act.

“What it says [BIPA] is that, one private person can’t take biometrics from another private person without their consent. And that’s where we [the EFF] would draw the line,” Schwartz adds.

The facial recognition landscape

At the same time that states are implementing biometric privacy laws, we’re seeing more consumer devices with facial recognition. Here’s a list of home security cameras you can buy today with facial recognition capabilities.

Not only is facial recognition more prevalent, we’re also seeing more products that enlist fingerprints or hand scans. The iPhone and other smartphoneshave fingerprint-scanning capabilities so you can quickly unlock your phone. I saw a smart lock at CES 2019 called the Elecpro US:E that relies on a face scan and a hand scan to unlock.

Airports are increasingly adding tech that scans faces or fingerprints to determine who you are, too. Schwartz refers to the growing popularity of biometric tech as a “normalization of biometrics,” something the EFF finds concerning, he says.

“If you start using biometrics to board your airplane because it’s convenient, other forms of biometrics seem more normal. We’re very concerned about that,” explains Schwartz.

Whether or not you’re personally concerned about your biometric data, expect to see more regulations around it in the coming years. Alaska, Michigan, Montana and New Hampshire are already working on their own biometric laws. And, given the influx of devices that use biometric information both for consumer and commercial purposes, more are probably on the way.

Putin threatens to target the US if it deploys new missiles in European nations

President Vladimir Putin warned of a resolute response if the U.S. decides to station missiles in neighboring countries to Russia.

Putin, at his annual address to parliament on Wednesday, said his country would not seek confrontation and would not take the first step in deploying missiles after the suspension of the Intermediate-range Nuclear Forces (INF) Treaty.

However, he said Russia would respond to any deployment of new intermediate-range missiles in Europe by targeting the United States itself and not just the countries were they were held, according to a Reuters translation. He said he would field new weapons that would target U.S. decision-making centers.

He warned U.S. policymakers, some of whom he said were obsessed with U.S. exceptionalism, about being careful before taking new measures.

“It’s their right to think how they want. But can they count? I’m sure they can. Let them count the speed and the range of the weapons systems we are developing,” Putin said to applause, according to Reuters.

Trump: US “Closer Than Ever” to China Trade Deal

President Donald Trump praised the progress U.S. and Chinese negotiators made as they work to reach a sweeping trade agreement, saying China finally respects the U.S. again.

In Friday’s Rose Garden speech that largely revolved around his emergency declaration, Trump also told reporters trade talks with China have been going “extremely well” and that the U.S. is closer than ever before to reaching a “real” trade deal.

“In China we had a negotiation going on for about two days. It’s going extremely well. Who knows what that means because it only matters if we get it done, but we’re very much working very closely with China and President Xi, who I respect a lot,” Trump said. “And we’re a lot closer than we ever were in this country with having a real trade deal. We’re covering everything.”

His comments come after U.S. and Chinese representatives concluded two days of trade talks in Beijing. The meetings included top brass from both countries: U.S. Trade Representative Robert Lighthizer, Treasury Secretary Steven Mnuchin and Chinese President Xi Jinping.

While no final deal has been reached, both sides claim progress was made and have agreed to meet again in Washington, D.C., later in February. The next round of talks come as a U.S.-imposed deadline is fast approaching. Trump pledged to enact another round of tariffs on Chinese goods if the two sides fail to reach an agreement by March 1.

The back-and-forth negotiations are a product of Trump’s desire to correct China’s “unfair” trade imbalance with the U.S. — something he has adamantly criticized since running for office. Not only have Chinese leaders agreed to buy more U.S. agricultural products, such soybeans and natural gas, but Trump also wants to see the communist country restructure its industrial policies. Numerous Western governments have complained China unfairly supports state-owned enterprises while abusing foreign companies that try to enter its market.

Trump — who already imposed a 10 percent tariff on $200 billion worth of Chinese goods — vowed to hike the rate to 25 percent until Xi agreed to trade talks in early December 2018. That began the 90-day trade negotiation process, slated to end March 1. China’s slowing economy — which in 2018 grew at its lowest rate in nearly three decades — has pressured communist leaders to reach a deal.

“The tariffs are hurting China very badly,” Trump said. “And the relationship with China is very good. But I think they finally respect our country. They haven’t respected us for a long time — not for a long time.”

Poland Rejects EU Army, Wants US, NATO Help Instead

Poland’s Foreign Minister has dismissed the idea of creating an EU army independent of NATO at the Munich Security Conference. Poland, he said, needs “an American presence” to compete with Russia.

Combining the military forces of the EU’s 28 member states has long been a dream of some EU leaders. French President Emmanuel Macron talked up the idea of building a “real European army” to protect Europeans from Russia, China, “and even the US” last year. German Chancellor Angela Merkel gave the idea a thumbs-up, stating that such an army would ensure “there will never again be war between European nations.” The plan also has the support of European Commission President Jean-Claude Juncker.

However, the EU is more divided than the cozy relationship between Macron and Merkel suggests. Macron’s vision was rubbished by neutral Austria’s defense minister, and by Dutch PM Mark Rutte. Now, the Polish government has also rejected the idea.

“When we start talking about creating a European army independent of NATO, I think we will have problems,” said Polish Foreign Minister Jacek Czaputowicz. “For repelling the threats we face in central and eastern Europe, we need an American presence, and this is very important.

Brexit plays a factor in Czaputowicz’ rejection. The UK is the world’s sixth-largest military power and would be a crucial member of any hypothetical EU army, if Britain were to remain an EU member and sign on to the plan.

“We will lose a very important partner in the EU, a second major army in Europe, a country, a nuclear power and a permanent member of the UN Security Council (when Britain leaves),” Czaputowicz added.

In defending itself against the perceived Russian threat, Poland has courted the United States. Polish President Andrzej Duda has offered to pay $2 billion towards setting up a permanent US armored division base in the country, going as far as suggesting that it could be named ‘Fort Trump.’

Poland also inked a $414 million dealon Wednesday to purchase the M142 HIMARS weapons system. The HIMARS system can launch rockets and tactical ballistic missiles, and has an operational range of 480 km. The deal was accompanied by a Pentagon statement that Poland and the US are “continuing discussions” regarding further US deployments on Polish soil.

The planned base raised the alarm in Moscow. Kremlin spokesman Dmitry Peskov called the Polish proposal a “sovereign decision,” but warned that “the consequences for the general atmosphere” in Europe would be “obvious.”

Meanwhile, NATO Secretary General, Jens Stoltenberg, said on Friday that “The EU cannot take the role of NATO in providing security. It is impossible,” adding “the efforts of the EU and NATO complement each other, and do not compete.”

Czaputowicz and Stoltenberg were speaking at the annual Munich Security Conference, a three-day event that brings 500 policymakers, diplomats and military figures to the German city to talk foreign policy and defense. The attendees this year include Merkel, Stoltenberg, US Vice-President Mike Pence, and Russian Foreign Minister Sergey Lavrov.

Trump Orders US Agencies to Turbocharge A.I. Research

President Donald Trump has compelled federal agencies to step up research and development of artificial intelligence (AI) with a new order, calling the US lead in AI of “paramount importance” to America’s national security.

A new executive order signed by Trump on Monday warns the US government against falling behind its strategic competitors in the race for AI supremacy. The order says that “continued American leadership” in the high-tech sector is of “paramount importance to maintaining the economic and national security” of the US and it is the Trump administration policy to “sustain and enhance” it.

The freshly-signed document outlines five principles to guide the US federal agencies as they embark on implementing the ambitious plan. One is to “train current and future generations of American workers with the skills to develop and apply AI technologies” as well as to nurture public trust in AI.

The latter has been a burning issue for years, since many people are inclined to take the rise of AI with a grain of salt, or may even fear a robot uprising, something that only a few years ago could have been dismissed as pure science fiction.

Although he continues to vigorously support Donald Trump, Alex Jones lays out one of the major blind spots that the President doesn’t see and how it could potentially cost him his second term re-election.

However, with AlphaStar, a creation of Alphabet-owned DeepMind Al, which can beat humans in StarCraft and boasts an Al algorithm that discovered a previously unknown human species, the AI takeover has been perceived by some as uncontrolled and hostile, since robots are bound to leave many of us jobless with their far superior skills.

Alarm over a looming machine takeover has been sounded by Alibaba’s Jack Ma, who has warned that the race for AI dominance could stir up a third world war. The sentiment was echoed by Tesla and SpaceX founder Elon Musk, who said that an AI revolution is a “fundamental risk to the existence of human civilization.”

US agencies must now come up with an action plan within 120 days of the executive order’s publication, that would prioritize US preeminence in AI technologies.

The plan shall “protect the United States advantage in AI and AI technology critical to United States economic and national security interests against strategic competitors and adversarial nations,” and may even be classified “in full or in part,” the document says.

The order comes as the US dominance in AI is at risk of slipping away amid Chinese advances. A recent poll conducted by PwC showed that some 25 percent of Chinese top executives surveyed employed AI in their companies, while only five percent of American executives did the same.

Billionaire George Soros has recently called the use of such technologies by the Chinese government a “mortal danger” to open societies, urging the US to apply more pressure to Chinese tech, which it has been currently doing by accusing Chinese companies Huawei and ZTE of spying and by also mulling a ban on their telecommunications equipment in the US.

While fears of a robot uprising might seem a bit premature, some frightening incidents have already taken place – from Amazon voice assistant Alexa laughing creepily and sending users’ recordings to other people, to a warehouse robot spraying its human colleagues with bear repellent.
